Social control is defined as those processes that aim to bring the behavior of individuals into line with the culture of society. The facts of history have shown that those policies ultimately led to a clash with him. Hence, colonialism, determined to betray the countries it colonized, resorted to a circumvention plan that meets its needs with local hands and tools. It created the necessary conditions for the emergence of local leaders who disciplined their societies in a way that preserved the interests and objectives of colonialism. This did happen in most Arab countries during their period of independence.

In this context, he resorted to several measures, between carrot and intimidation: Such as granting these leaders mobility and travel privileges, and employment applications for some of their elements and cadres, and exemption from customs, and obtaining investment licenses for them and their families, and provide security training, and some weapons that are allowed, and the intensification of meetings, In each meeting, he grants them a number of privileges for themselves and those who are interested. It discusses with them ways to stabilize their areas.
