Economically active countries establish a free market for trade, This market is not controlled by the authorities, but rather a space for economic relations and supply and demand for different and agreeing alike, and the warring countries agree on a neutral zone to negotiate away from the tools of destruction and the arenas of conflict and death, Even adversaries meet at a neutral party to solve their problems.
By analogy with the above, a turbulent society, such as Lebanon, inevitably needs safe and neutral havens from which the process of recovery and recovery begins, especially since the country has fallen into a calvary that has fragmented what remained in it of cohesion and hope for life, parliamentary elections and then the presidency of the republic, a lean year that is difficult to bear for prosperous countries.
As it is known, media campaigns between candidates and parties are not the ones who are more suitable and have a better renaissance project. And the history of each team is known, Rather, it is a conflict of enemies to the extent of the lack of humanity or commitment to the Charter of the United Nations between the belligerents (even if it is on paper and the talk of conferences).
In the face of this reality, which no sane person disagrees with on his summer, the stage requires a necessity and not a wish for universal havens for all citizens:

It is true that this is difficult for a people addicted to rivalry and self-destruction, but the road to recovery needs to drink a bitter cup.
The continuation of the state of decline must be stopped according to the instinct to survive and not become extinct.
